Despite our paying Pakistan an enormous amount of money over the years, our uneasy relationship with Islamabad is now genuinely on the rocks. As in most cases of American cash given to foreign entities, the money has been an unsophisticated form of bribery, a tactic which is never effective over the long term. In the end, usually both sides become dissatisfied with the arrangement, each convinced that it’s getting a raw deal.
